Support
East Harbour provides businesses and government organisations
with in-house support for specialist activities or where resources are not available to fill critical staff positions. This service also provides additional staff resources to handle peak workloads and start-ups of new business activities.
Strategic Planning
East Harbour consults to companies for the provision of strategic
advice, preparation of strategic plans, and setting, monitoring, and review of achievement
of business goals. East Harbour can also provide an outsider's view on each of these, and
provide independent advice to chief executives and other senior management on
how well they are doing in achieving these goals.
East Harbour has been
working extensively with government departments in developing the technical database and policy
inputs related to renewable energy uptake, including both heat and electricity
options. Over the years staff have also been involved in the development of various
government policies and legislation related to energy, environment, and infrastructure.

Project
Co-ordination
East Harbour
has skills in establishing and co-ordinating project teams, regardless of whether
the project is large or small, relates to physical assets, or is process oriented.
East Harbour has the flexibility to adapt to requirements.
Environmental
Management and Policy Development
East
Harbour has experience in the management and development of environmental projects
and participation in district and regional planning process. This experience
can be provided to companies and regulatory authorities in the form of advice,
review, or operational management. East Harbour's staff have managed resource consent applications on behalf of clients or appeared as expert witnesses for a number of resource consent hearings.
Policy Development and
Evaluation
East Harbour's staff have a strong
background in the development of corporate and government policies. They have
experience preparing background papers, data analysis and interpretation, energy cost modelling, evaluating alternative options, and recommending
specific policies. Their experience in central and regional government, economic
appraisal, and commercial development - particularly of resource and infrastructure
based projects - gives them a special mix of experience and knowledge that is
difficult to find elsewhere.
Commercial
Commercial Project Development
East Harbour will contract to energy companies and others for the securing of
specific new capital
investments, as well as investigating and developing projects in its own right.
Particular skills are in hydro, wind and thermal electricity generation, industrial
cogeneration, energy facilities, land purchase, and project due diligence undertakings.
Asset, Investment,
and Energy Facility Management
East Harbour will contract to manage company assets, investments, and energy facilities.
East Harbour employs experienced hands-on staff who will secure management contracts,
develop and gain agreement on management programmes, engage operators, maintainers
and/or contractors, and undertake the management of the assets, investments, or
energy facilities. Specific projects are:

Energy Consultancy
Renewable Energy
East Harbour's staff have extensive and specific experience in the commercial development
of wind farms, cogeneration projects, industrial heat facilities, solar
heating, bioenergy projects, geothermal utilisation, and hydro power stations.
East Harbour contracts to provide Executive Officer services to the:

Energy
Studies
East Harbour specialises in facilitating
energy solutions, and undertaking
energy studies,
and can assist companies in the provision of a
total energy service. An area of speciality is with distributed energy regulations and opportunities.
East Harbour has monitored the performance of in-situ solar water heaters and undertaken assessments of opportunities for use of solar energy in commercial and institutional applications. Studies of energy use in buildings undertaken.
Energy Auditing and Management
East
Harbour can conduct analysis of usage for both gas and electricity tariff/billing
of energy and line charges and can provide assessment of energy use
such as energy
management or other systems. East Harbour has managed or been involved with the writing of an energy audit manual and a guide for energy monitoring.
Technical Standards
East Harbour represents the New Zealand solar and wood pellet industries on technical standards committees and has worked with the Department of Building and Housing on the preparation of Building Code compliance documents covering building insulation, installation of solar water heating systems, and commissioning of HVAC systems.
East Harbour initiated the establishment of a training course for the installation of solar water heating systems, the preparation of teaching material and the writing of a code of practice for installation. It is currently establishing a similar training for installation of wood pellet burners.
East Harbour contracts to administer the solar industry Installer Accreditation Scheme.
Transport Energy
Some of East Harbour's staff have worked on transport
energy projects internationally and locally for over 30 years. They can draw
on experience of working in the oil industry or Liquid Fuel Trust Board programme
and undertaking a range of technical and commercial studies of LPG, CNG, and alcohol
fuels.
Energy Resources
Having investigated and worked on most New Zealand energy projects developed
over the last 20-30 years. East Harbour's staff can assist with issues arising with existing facilities
or the investigation and development of new projects. East Harbour has an extensive interest
in all forms including current and future technologies and the range of fuel
types.
Housing and Building
East Harbour has undertaken research into the energy efficiency of New Zealand housing and worked with the Department of Building and Housing on Building Code compliance documents. An area of speciality is Home Energy Rating Schemes (HERS) and the sustainable use of energy in communities.
